Community Facilities Districts
The City of Modesto’s Community Facilities
Districts (CFDs) are created to provide a funding and
reimbursement mechanism for public facilities and/or services
for various Specific Plan areas. CFDs are the preferred method
of financing infrastructure because no finding of special
benefit for each parcel is required. They are also established
to ensure that new development projects do not solely become the
responsibility of the General Fund. Under the Mello-Roos
Community Facilities Act of 1982, a CFD may be used to purchase,
construct, expand, rehabilitate or acquire public improvements,
or provide public services. To date, the City of Modesto has
formed ten CFDs:
