Planning: Housing Element Documents

The Housing Element is a City policy document that describes how the City will address the housing needs of its community residents. It contains housing goals, policies, programs and resources that will help to develop, maintain and improve housing.

The Housing Element is one of seven state required parts of a city general plan. A general plan is a document that is adopted by the Planning Commission and City Council, which serves to guide the City's overall long-term growth.

California requires the Housing Element of the General Plan be updated every five years. Modesto’s draft Housing Element update is available for review at the link below. A Planning Commission workshop was held on Monday, August 3, 2009, to review and discuss the draft Housing Element. A second workshop was held by the Modesto Citizen’s Housing and Community Development Committee on September 23, 2009. The formal public comment period closed on September 23rd. The draft Housing Element was submitted to the California Department of Housing and Community Development on October 1st.
