Consent
1. Consider recommending to the City Council approval of the installation of a
roundabout at the Prescott Road and Bangs Avenue intersection, approving the
agreement with Alternate Street Design, P.A., to review and refine the design of
the roundabout in the not to exceed amount of $4,950.00, and authorizing the
City Manager, or his designee, to execute the Agreement. (Funding Source:
Capital Facility Fees)

ACTION: Motion (Lopez/Marsh;unan) approving and
forwarding to City Council the installation of a roundabout at the Prescott Road
and Bangs Avenue intersection, approving the agreement with Alternate Street

Proposals (RFP) to operate a flight training school and provide related services

NEW BUSINESS
3. Consider a recommendation to the Council to
approve the quarterly fuel adjustment to the maximum rate schedule for City
residential and commercial solid waste collection services and to approve the
recovery of litter abatement costs for the removal of litter from the public
right of way from the collection companies. (Funding Source: Not Applicable)

ACTION: Motion (Keating/Marsh;unan) to split the item into two parts 1) fuel
adjustment to the maximum rate schedule and 2) recovery of litter abatement
costs.
ACTION: Motion (Marsh/Lopez;unan) approving and forwarding to City Council the
quarterly fuel adjustment to the maximum rate schedule for City residential and
commercial solid waste collection services.
The committee discussed the issue of litter abatement and costs. The committee
requested a thorough analysis of what fees are being collected and for what
services, and how much is being expended on bulky item pickups. The committee
determined that this is a budgetary issue. The issue of litter abatement and
costs will be brought before the Finance Committee as part of the budget
discussions.
4. Discussion of procedures for appointments to various citizens advisory groups
and reappointments policy. (Funding Source: Not applicable)

5. Continued Study Session of 2009 Urban Growth
Review Update (Funding Source: Not Applicable)

ACTION: No Action Required.
Community & Economic Development staff
presented an introductory statement and the purpose of the meeting and study
session activities. There were several participants from the public that
participated in the study session to discuss and indentify potential new growth
areas to accommodate residential, commercial and industrial development and
identify sites and locations that are potential candidates for future General
Plan Amendments. Participants were separated into groups, facilitated by
Community and Economic Development staff and each group had the opportunity to
provide input and recommendations.
The Committee requested that Community and
Economic Development staff review the recommendations made today and based on
staffs’ professional expertise, filter through the recommendations and provide
recommendations to the Committee at the March 30, 2009 workshop.
Upcoming Workshops
March 30, 2009 - to discuss the Measure M ballot proposals and opportunities and
review recommendations made by Community and Economic Development staff.
April 9, 2009 - to discuss possible Urban
Growth Review report and provide final direction to staff.
