Accounts Receivable
The Accounts Receivable Division manages invoice entry, aging, collection, and customer management
of all receivables other than utility billing.
Business License
The Accounts Receivable Division is responsible for all aspects of obtaining and maintaining a City of Modesto
Business License account-billing, receipting, and the collection of fees and gross receipt taxes due on business
License accounts.
Cashiering
The Cashiering Division receipts all revenue for the City of Modesto.
Citation Processing
The Citation Processing Division oversees the collection of fines from parking citations and also manages
the administrative review process for contested citations.
Utilities
The Utilities Division provided billing services to the residents of Modesto and include:
- Monthly statements for Water, Sewer, Storm Drain, and Garbage.
- Assistance in opening and closing of accounts.
- Provide specialized billing for Industrial Sewer accounts, Hydrant meters for construction
and is the billing agent for the Empire Sanitary District.
