Finance Department


The Accounting Divison is responsible for maintaining the City’s accounting system, preparation of the City’s Comprehensive Annual Financial Report (CAFR), Schedule of Expenditures for Federal Awards and other financial reports. This division develops, implements and monitors internal controls over the City’s financial resources. Accounting is responsible for the areas of general ledger, accounts payable, accounts receivable, payroll, fixed assets, cash management, investments, debt management and grant accounting. This division also ensures compliance with United States Generally Accepted Accounting Principles (GAAP) and applicable federal, state, and local laws/regulations.

Accounts Payable

Payments, i.e. rents, purchase orders, contracts, etc. are processed and issued weekly while providing all vendors with excellent customer service.

Accounts Receivable

The Accounts Receivable Division managers invoice entry, aging, collection and customer management of all receivables other than utility billing.

The Budget Division is responsible for the development of the City of Modesto’s Annual Operating, Non-Capital and Capital budgets. This division helps departments to monitor their existing budgets as well as amend them throughout the fiscal year. The Budget Division is responsible for tracking fund expenses via proformas as well as forecasting revenue and expense projections in future fiscal years.

Business License

Responsible for all aspects of obtaining and maintaining a City of Modesto Business License account including: billing, receipting, and the collection of fees and gross receipt taxes due on business license accounts.

The Cashiering Division receipts all revenue for the City of Modesto.

Citation Processing

The Citation Processing Division oversees the collection of fines from parking citations and also manages the administrative review process for contested citations.

Process timesheets, deductions and issues payroll checks.


Coordinates the purchasing of goods and services for all departments and divisions within the city.


The Stores Division is responsible for receiving and storing various materials.

The Utilities Division provide billing services to the residents of Modesto and include:

  • Monthly statements for Water, Sewer, Storm Drain, and Garbage
  • Assistance in opening and closing of accounts
  • Provide specialized billing for Industrial Sewer accounts, hydrant meters for construction and is the billing agent for the Empire Sanitary District.
