The much needed funds come at a time when streets city-wide are in need of some form of preventative maintenance, localized repair, rehabilitation, or reconstruction. The most recent street survey estimated the deferred maintenance for City streets to be $251 million. Pavement surface treatments, such as cape and slurry seal, are the least expensive preventive maintenance options available to extend the service life of a street.
To meet the Street Segment Selection Criteria, streets must be classified as a collector or arterial street on the Federal Highway Administration (FHWA) Functional Classification System Map. This includes streets with less than 30,000 ADT (average daily traffic), streets without City transit bus routes, and collector streets that have not received any surface treatments applied within the last 10 to 20 years. Local roads (residential streets) were not eligible.
