The City of Modesto Receives $3.2 Million in Stimulus Funds for Street Maintenance


On October 16, 2009 the City of Modesto received authorization to proceed from Caltrans for the American Recovery and Reinvestment Act (ARRA) Project entitled Cape/Slurry Seal Project.  Administered by Caltrans, the $3.2 Million in stimulus funds from the Federal Highway Administration (FHWA) will provide either a cape seal or slurry seal pavement surface treatment to approximately 25 miles of collector streets.  The purpose of both the cape and slurry seal is to seal minor cracks, stop raveling of the pavement surface, to provide a skid resistance wearing surface to the street surface, to prevent moisture and air from entering the pavement, and to recondition a dry or weathered pavement surface. 

 

The much needed funds come at a time when streets city-wide are in need of some form of preventative maintenance, localized repair, rehabilitation, or reconstruction.  The most recent street survey estimated the deferred maintenance for City streets to be $251 million.  Pavement surface treatments, such as cape and slurry seal, are the least expensive preventive maintenance options available to extend the service life of a street.        

 

To meet the Street Segment Selection Criteria, streets must be classified as a collector or arterial street on the Federal Highway Administration (FHWA) Functional Classification System Map.  This includes streets with less than 30,000 ADT (average daily traffic), streets without City transit bus routes, and collector streets that have not received any surface treatments applied within the last 10 to 20 years.  Local roads (residential streets) were not eligible.
