Housing Rehabilitation

Emergency Home Repair Program (EHRP)/
Disabled Access Assistance Program (DAAP)
Provides financial and technical assistance to repair or eliminate emergency conditions in homes including critical health and safety hazards, and to provide assistance for disabled persons in making their homes more accessible. The home must be located within the city limits and household income must meet eligibility requirements as a low income household. The EHRP Program is only available to owner-occupants. Types of eligible repairs are roofing, weatherization, heating, plumbing, electrical, ramps, handrails, widening of doorways, and much more….  Financial Assistance is in the form of low-interest loans.

Minor Home Repair Grant Program
Provides a grant to owner occupants for essential minor repairs to their homes or mobile homes. Grants are limited to $500 for single-family homes and $1,000 for mobile homes. 

Location Eligibility
The home or mobile home must be located within the city limits, and the household income must meet eligibility requirements as a low-income household.

Types of Eligible Repairs
Water heaters, leaking faucets, broken toilets, furnace repairs, small electrical hazards, grab bars, wheelchair ramps, repair of mobile home steps, cracked or broken windows, energy conservation improvements.

Property Enhancement Program
Provides financial assistance, in the form of rebates, to enable property owners (including landlords) to improve the exterior appearance of their properties. Property owner must apply and receive a letter of commitment from the City before work can begin.

Homes must be located within the Modesto city limits, and within one of the city’s low-income census tracts. Household income must meet eligibility requirements. Types of improvements are property clean up, painting of the exterior of the housing unit, fence/gate repair, front and side yard landscaping, and much more.  Call (209) 577-5245 or e-mail.

Tool Bank Rental Program
Property maintenance tool rental program available in the City’s Target Areas Only.

Highway Village  Neighborhood
Maple, Oak & Pine-400 Block

Eligible tools include lawn mowers, weedeaters, lawn edgers, tillers, sewer snakes and carpet cleaners. No cost for tools used during allowable time period.
