Utilities
The utilities component of the Public Works Department focuses on the movement of water; providing dependable,
low cost water, wastewater storm drain and sewer maintenance, to the City of Modesto and surrounding communities.
Capital Improvement Services
Provides general oversight of the Capital Planning, Engineering Design and Construction Administration units. Capital
Planning is responsible for strategic planning functions to ensure that master plans and financing mechanisms are in
place to maintain existing water, sewer and storm drainage systems and to expand system infrastructure for the future.
Engineering Design is responsible for preparing plans and specifications for various Water and Wastewater CIP projects and
put projects out for competitive bids. They also negotiate agreements for the acquisition and purchase of real property for
the City, secure right-of-way, easements and leases and manage real property owned by the City. Construction Administration
is responsible for the management of public facility projects built under city contracts, improvements built in the public
right-of-way, and performing land surveying work for City projects.
Water Services Division
Provides safe drinking water to the City’s citizens by maintaining wells, piping, fire hydrants and cross-connection
devices throughout the City. Also includes education of the public and school children on water conservation issues.
Water Quality Control (Wastewater) Division
Responsible for maintaining the City’s sanitary sewer system, including the treatment process, the collection of
wastewater and storm drain run off, and assuring safe discharge of treated water returning to the San Joaquin River.
Also includes Environmental Services which is responsible for investigating environmental issues to guarantee the safety of
the City’s storm drain, wastewater and sanitary collection systems.
