On March 25, 2003, the Modesto City
Council adopted Stage I restrictions of the Drought Contingency Plan.
This water shortage plan was prepared to address current water capacity
issues, including enacting measures to reduce water consumption. Last
summer, water pressures dipped below city and state water system
standards. By enacting this aggressive program to reduce demands,
together we can ensure that system pressures do not deteriorate further
this summer.

The following Stage I
restrictions of the Drought Contingency Plan are in place year
round:
- Outdoor water use-prohibited daily between 12:00 NOON and 7:00 PM.
- Odd-numbered addresses water on Wednesday, Friday and Sunday.
- Even-numbered addresses water on Tuesday, Thursday and Saturday.
- No outdoor water use on Mondays.
- Car washing is subject to previous limitations with use of a positive
shut-off nozzle.
- Hosing concrete areas, building exteriors, etc. may be done
with city-issued permit (571-5103) and only with a positive shut-off nozzle.
Be sure to retain as much water as possible on property, it is against the law
to introduce any type of discharge, pollutant or contamination into storm
drain systems. Section 5-10.304 (c).
- Water leaks, once identified, must be repaired within 24 hours.
- Restaurants are encouraged to serve water only on request.
- Water cannot be wasted and must be retained on site. Runoff from property,
flooding gutters, overwhelming storm drains and rockwells is against City of
Modesto policy.

Violations/Penalties |

Violations of the water use restrictions can result in penalties to
your water/sewer bill
From the City of Modesto. However, before any penalty would be added to your
bill, you will be given the right to appeal the penalty.
Penalties for water use violations are as follows:
- 1st Violation: Water user will
receive Notice of Violation.
- 2nd Violation: Water user will
receive Notice of Intention to Impose a Penalty, and $50 will
be added to the next utility billing.
- 3rd Violation: Water user will
receive Notice of Intention to Impose a Penalty, and $200 will
be added to the next utility billing. A water meter may also
be installed.
- Subsequent Violations: Water
user will receive Notice of Intention to Impose a Penalty, and
$250 will be added to the next utility billing. A water meter
may also be installed.
