Mission
The Wastewater Treatment Division plays a critical role in enhancing community life.
This division's mission is to protect the health and safety of the community by
treating waste-water flows from residential, commercial, and industrial
customers.
About the Division
The Wastewater Treatment Division has two separate facilities - a primary treatment facility
located on Sutter Avenue
and a secondary treatment site located about seven miles away on
Jennings Road. In addition to treating wastewater flows, this division also includes a testing laboratory where testing is done to ensure
compliance with water, wastewater, and storm water regulations. The city's compost facility is located at the secondary treatment site. It is at this site
where city crews deliver pruned refuse collected from city streets. The materialis ground up and used as a bulking agent in the composting process.
About the Modesto Secondary Wastewater Facility
This is Modesto's wastewater's last stop prior to being released into the San Joaquin River.
The treatment plant and its surrounding canals, fields, and ponds is one of the best birding spots in Stanislaus County.
Access is limited. This site is no longer “Sewer Ponds” but an industrial facility with a major construction process
incorporated in its daily life for the next 10 years or so. They have designated the second Saturday each month for the
birdwatchers between 7:00 AM and 3:00 PM only. A 5 day advance notice is required. Phone: 209- 342-4501. Email:

Visitors will be met at the front gate and must sign in at the front office and receive a map of the facility, written instructions
and sign a liability waiver form. After the visit they will need to sign out.
