Low Income Household Water Assistance Program (LIHWAP)
The City of Modesto is a participant in the Low Income Household Water Assistance Program (LIHWAP) which provides a one-time payment on utility bills. The Department of Community Services and Development (CSD) is the designated administering agency for LIHWAP in California. Eligibility for LIHWAP services can vary depending on income, water system participation, place of residence, and other factors. Utility Billing Affidavit for Indigence Application
Residential customers who meet certain qualifications and are deemed to be indigent (suffering from extreme poverty) may complete an Affidavit for Indigence. To qualify, the customer must be financially unable to pay their City of Modesto utility bill within the normal billing cycle by demonstrating they or a member of their household is a current recipient of one of the following assistance programs: CalWorks, CalFresh, General Assistance, Medi-Cal, Supplemental Security Income (SSI), State Supplementary Payments (SSP), California Special Supplemental Nutrition Program for Women, Infants, and Children (WIC).
City of Modesto qualifying customers will receive a $35.00 discount on their monthly utility bill. The discount is only available on the utility account at the Primary Residence of the account holder. To qualify, the applicant must be a current recipient of a qualified public assistance program. Documentation confirming benefits is required with the application.
