Vendor Approval Process

Becoming an Authorized Tree Vendor

To become an Authorized Tree vendor with the City of Modesto you will need a current City of Modesto business license, add your insurance to the PINS Insurance System, and submit a completed Approved Vendor Application.

PINS Insurance System

The City of Modesto utilizes an online, web-based certificate of insurance database solution called PINS Advantage, and all insurance submissions must be through this system. Contact us to initiate a request and get registered through the PINS system.

Once you have been registered, you will need to log into the PINS Advantage website and upload your insurance documents.  You will receive an email notification when your insurance documents have been uploaded into PINS and have been approved by the City of Modesto.

Applying for Approved Status

  1. Fill out and submit the Approved Vendor Application. You will be notified in writing by the City of Modesto on your approval status.
  2. Once approved, you will be added to our Approved Tree Vendor list for the duration of the validity of your insurance. 

Maintaining your authorized tree vendor status

  1. The City of Modesto will send you a notification that your insurance documents are expiring.
  2.  Log into the PINS Advantage website and upload your updated insurance documents.
  3. You will receive an email notification when your insurance documents have been uploaded into PINS and have been approved by The City of Modesto.

Note:  Even if you are an Approved Vendor, you will need to submit a Permit for Performing Maintenance on City of Modesto Street Trees Application for review and approval before performing work on any City tree.  Services contracted by the homeowner must be approved by the City prior to service and will be the financial responsibility of the homeowner.

Permit Requirements

Encroachment Permit

Approved Vendors shall obtain an encroachment permit prior to performing any work or staging in the right-of-way, and shall have a copy on site of all encroachment permits while work is being performed.

Permit to Perform Maintenance

You will need to submit a Permit for Performing Maintenance on City of Modesto Street Trees Application for review and approval before performing work on any City tree.  Services contracted by the homeowner must be approved by the City prior to service and will be the financial responsibility of the homeowner.
