The City’s Building Safety division, in the Community and Economic Development Department, has been awarded the 2021 Innovations in Code Administration Award from the International Code Council for our Plan Check With Us program.
ICC is a nonprofit organization that develops and publishes standards related to building safety and fire prevention. With nearly 340 chapters worldwide, each with many members, ICC building safety standards are used everywhere. The Innovation in Code Administration Award is an award intended for organizations that provide building or fire code administration services, for example a fire or building department, or fire marshal’s office.
To be eligible, organizations must demonstrate that they have implemented a unique practice or program that enhances building or fire code administration services in their community resulting in a measurable impact on the quality, effectiveness, or efficiency of code administration services. The award (established in 2016) is given to one organization a year and provides recognition to fire and building code departments for developing and implementing innovative practices or programs in their communities. Past recipients include Saint Paul, MN (2017), Winston-Salem/Forsyth County (2018), City of Rock Hill, SC (2019).
To address natural inefficiencies in permitting, the City of Modesto Development Review Team implemented a new program called “Plan Check with Us”. This process works by electronically centralizing plans so that the applicant’s team and City departments are working on the same version of the plans and can see all comments, status’s and issues in real time. An invitation is sent to the applicant’s team to “Plan Check with Us” in which they can see comments placed directly on their plans “in real time” from all Departments. This helps to create a transparent permit process and removes much of the mystery from the process, thus reducing frustration and perceived delays.
