Overview

The City of Modesto (City) receives funds each year from the federal government for housing and community development activities. These funds are intended to meet local priority needs as identified by the City and its residents. To receive these federal funds, the City must have a plan for spending the funds and demonstrate that the spending will help the City meet national goals set by the United States Congress to develop viable communities by providing decent housing, a suitable living environment, and economic opportunities, principally for persons of low-and moderate-income.

Consolidated Plan

The City of Modesto’s Consolidated Plan is a planning document required by the U.S. Department of Housing and Urban Development (HUD) that is updated every five years in order for Modesto to receive federal funding.  This plan is required by the U.S. Department of Housing and Urban Development (HUD) for the City to receive funds through the Community Development Block Grant program (CDBG), the Home Investment Partnerships Program (HOME), and the Emergency Solutions Grant (ESG).

The City of Modesto’s consolidated plan cover the period from July 1, 2025 to June 30, 2030 and serves as the framework for a community wide dialogue to identify housing and community development priorities that determines how the City utilizes all HUD funding sources.  

The City of Modesto is currently preparing its 2025-2030 Five-Year Consolidated Plan.  Your input is essential to help us focus our efforts and resources on the programs and services that are truly important and needed in our community and neighborhoods. Your survey answers are confidential. Information will be reported in combination with other survey responses and in summary format to protect your privacy.

The opinions and perceptions of residents are an important part of these processes. To provide input, all residents are invited to attend a public workshop and/or participate in a survey.
