The City of Modesto is thrilled to announce today’s groundbreaking ceremony for the Center for Human Services (CHS) Behavioral Health Outpatient Center. This event marks a significant milestone in Modesto's ongoing efforts to develop a comprehensive system of care for homeless youth through a robust public-private partnership.
A Model of Innovation and Excellence
Modesto's innovative approach has earned the city the prestigious California Cities Helen Putnam Award for Excellence in Housing Programs and Innovations. In partnership with CHS, Modesto has created a coordinated system of care for youth experiencing homelessness, which includes the Youth Navigation Center (YNC) with 48 low-barrier shelter and transitional housing beds. Additionally, an underutilized commercial property has been converted into 14 permanent supportive housing units, establishing a dedicated housing pipeline with wrap-around supportive services for homeless youth.
Sustainable Funding for Long-Term Impact
As part of Modesto's strategic priority to protect and expand investments to prevent and reduce homelessness, CHS has secured sustainable funding to support individuals experiencing, or at risk of, homelessness. This funding strengthens state and local partnerships, connecting individuals with the care they need through coordinated care systems that provide access to comprehensive services, including mental health and substance use treatment.
Significant Grant to Enhance Services
CHS successfully applied for a $5,000,000 grant as part of Governor Gavin Newsom’s Master Plan for Kids’ Mental Health. This grant will enable the YNC to expand mental health and substance use treatment services, reaching an estimated 1,400 youth in Stanislaus County.
Addressing the Trauma of Homelessness
According to the US Department of Health and Human Services, homelessness can profoundly affect a youth’s development. Homeless youth often face higher rates of emotional, behavioral, and health problems, along with academic challenges. The YNC’s “one-stop shop” approach consolidates multiple services under one roof, providing immediate access to essential services for youth in crisis. The introduction of Coordinated Entry and Assessment entry points for youth is a critical innovation that did not previously exist in the community.
Ensuring Long-Term Success
This partnership and its innovative approach to housing solutions ensure the program’s operation for the next 55 years. The YNC's youth-centric programs, including housing and youth-driven policy boards, are designed to identify barriers and expand access to youth housing in innovative and result-driven ways.
