Neighbor Dispute ends in Shooting

Release Date:  July 11, 2022

On Sunday, July 10, 2022 shortly after 2 p.m., MPD responded to the 2900 block of Debbie Lane for reports of a shooting that occurred between neighbors after a dispute. When officers arrived, they located an adult male suffering from a gunshot wound. He was transported to a local hospital where he succumbed to his injuries.

The suspect in this investigation retreated to his home where officers were able to surround and contain him. After attempts to get the suspect to come out of the residence failed, officers with our Crisis Negotiations Team and SWAT communicated with the suspect for approximately nine hours in hopes of a peaceful surrender. During the negotiations with the suspect, two young children and an adult female remained in the home.

At approximately 11:30 p.m., the suspect, who has tentatively been identified as 40-year-old Daniel Riggs of Modesto, shot himself. He was transported to a local hospital, but did not survive. The children and adult female in the home were not harmed. 

The victim in this incident has been identified as 31-year-old Michael “Jesse” Sullivan of Modesto.

This is an incredibly sad incident. Our hearts go out to the families impacted by this tragic event.
