[ARCHIVED] Affordable Housing Notice of Funding Availability (NOFA) and Request for Proposals

In releasing this Notice of Funding Availability (NOFA), the goal of the City of Modesto is to facilitate the construction, acquisition, rehabilitation, and/or preservation, of affordable multifamily rental housing for extremely low- (30% Annual Median Income (AMI)), very low- (50% AMI) and low-income (80% AMI) households or as specified by funding source requirements. Each qualified development will be evaluated for suitability of all applicable funding sources. All requirements of the applicable funding sources will apply to developments funded under this NOFA.

Qualified housing developers who demonstrate their ability to: 

  1. Construct, acquire, and/or rehabilitate affordable housing developments 
  2. Maintain affordable housing developments and 
  3. Adhere to all program guidelines and funding requirements are encouraged to submit applications. 

Proposed developments must be leveraged with other funding sources, such as private equity loans from lending institutions, funds from federal, state and/or local programs. Successful applicants will be able to clearly demonstrate how their proposal will improve access to affordable housing within the City of Modesto and maintain restricted units, as applicable, for the duration of the affordability period.

Instruction for Application

Submit complete application proposals in electronic format via  The City of Modesto’s Online Application Portal. Online applications must be submitted no later than January 25, 2023 at 5:00 PM for priority consideration.   Applications submitted after this date will be accepted on a rolling basis until funding is exhausted. Applications submitted in Tiers other than Tier 1 can continue to update and complete their application after this deadline.

Applications submitted for consideration must be complete for Tier 1 funding consideration. If any information requested in the NOFA is not applicable to the proposed development, indicate section with “N/A”.  If any sections of the development are still in the predevelopment/conceptual phase complete with as much detail as is known and indicate project as conceptual.

Technical Assistance

Technical Assistance will be provided at the request of the applicant.  To request Technical Assistance applicants must submit a request via email at email Housing and provide 3 options for availability.  For this application period the Technical assistance meetings must be requested prior to January 9, 2023.  Technical Assistance meeting requests will be accepted after March 15, 2023 for all projects being considered for future funding.

Project Phase TiersDefinitions
Tier 1 – Design DevelopmentNew Construction or Rehabilitation with 50% of the project funding identified, with Site identified and can be under contract by time of award, can obtain permits within 6 months, and can demonstrate construction can begin within 12 months of award.
Tier 2 – Planning and Pre-developmentNew Construction or Rehabilitation with Design team identified, Still looking at Site options or have site control, but no construction concept plans started, and presents the ability to start project within 24 months of proposal.
Tier 3 – Acquisition OnlySite identified or sales contract under negotiations for property that will result in an affordable housing project within 24 months of acquisition.
Tier 4 - ConceptualProjects with the intent to develop affordable housing, but lack funding, land, and/or operational experience where design or operational partners still need to be identified.
