City of Modesto Unlocks the Doors to Stability at Grace Gardens

Newsroom Posted on August 06, 2025

Modesto, CA, August 1, 2025 - The City of Modesto bridges the gap between despair and opportunity for people experiencing homelessness with the grand opening of Grace Gardens.  Located at 1530 Owens Drive, Grace Gardens is a non-congregate shelter that will support moving people into a stable environment as they rebuild their lives out of homelessness.

A new beginning starts at the Grand Opening; event details are as follows:

  • Date: Friday August 15th from 9:30 am – 11:00 am
  • Location: Modesto Gospel Mission, 1400 Yosemite Blvd, Modesto, CA

Grace Gardens is a City of Modesto bridge housing project that will serve both men and women that are referred by the Modesto Gospel Mission.  The residents will be assigned case managers and will be referred to service providers who will focus on connecting them to income, public benefits, health services, and other supportive services, lifting them up out of uncertainty and into possibility.

The City of Modesto developed a partnership with Stanislaus County Affordable Housing Corporation (StanCo) for project management, design, and construction oversight.  To help make this project sustainable, the City is collaborating with the Modesto Gospel Mission, who is the property owner, to serve as the service provider, site operator, and property manager for Grace Gardens.

The Modesto Gospel Mission’s proven experience and innovation in providing services for people in the community will lend itself towards long-term outcomes and sustainable solutions for the people being served in Modesto.

“Grace Gardens helps our people by providing a safe, supportive environment where they can thrive,” says Mayor Sue Zwahlen.

The 12-unit project at Grace Gardens includes one Americans with Disabilities Act (ADA) unit. Residents will be able to access food, laundry, and shower services at the Modesto Gospel Mission main campus.

The total budget for development of Grace Gardens is approximately $527,482 and the cost includes one-time infrastructure, unit acquisition, and unit assembly, which is funded by Measure H.  The State also awarded the City approximately $5.7 million in Encampment Resolution Funds (ERF), of which approximately $1.5 million, will be dedicated to the ongoing operating expenses of Grace Gardens.

“For Modesto, Grace Gardens bridge housing stands as a beacon of hope, offering shelter and dignity to those experiencing homelessness. Together, we cultivate a community where every individual can find solace, rebuild their lives, and flourish in a nurturing environment,” says Jason Conway, Chief Executive Officer of the Modesto Gospel Mission.
