[ARCHIVED] City of Modesto Becomes First in Stanislaus County to Adopt Housing Element Plan

The City of Modesto is pleased to announce that it is the first jurisdiction within Stanislaus County with an adopted Housing Element Plan for the 6th Cycle Housing Element.

On April 10, 2024, the California Department of Housing and Community Development (HCD) found that the City of Modesto’s adopted Housing Element is in substantial compliance with State Housing Element Law.

The City of Modesto’s Housing Plan will serve, as a blueprint to adequately address the housing needs of everyone in our community. The Housing Plan will also implement policies and programs to reduce or remove governmental constraints to the development, improvement, and maintenance of housing where feasible and legally permissible.

The plan also includes a housing needs assessment a review of constraints on housing and an outline of housing goals to meet the needs of all income levels and special needs groups.

The California Department of Housing and Community Development stated they appreciate the collaboration and dedication that the City of Modesto provided throughout the housing element update and review.

“HCD wishes the City success in implementing its housing element and looks forward to following its progress through the General Plan.” states Paul McDougall, Senior Program Manager of the California Department of Housing and Community Development.

Several federal, state, and regional funding programs consider housing element compliance as an eligibility or ranking criteria, such as SB-1 Community grant funding, the Affordable Housing and Sustainable Communities program, and the Permanent Local Housing Allocation. With a compliant housing element, the City of Modesto now meets requirements for these and other exciting funding opportunities.

This is an important milestone in the City of Modesto’s continuing journey to improve the lives of its residents, and an achievement that has the potential to unlock new avenues for the future.
