Dignity Village is an interim housing program providing key services and support to address homelessness among individuals with behavioral health conditions, including serious mental illness and substance use disorders. Dignity Village Modesto is part of the Behavioral Health Bridge Housing (BHBH) Program, which was signed into law in 2022 to create immediate housing solutions for individuals experiencing behavioral health challenges. This $3,403,613 project was funded through a grant the California Department of Health Care Services awarded to the County.
The site, located at the corner of 9th and E Street, is on land owned by the City of Modesto. Stanislaus County partnered with the City to develop the project site, which is strategically positioned near existing homeless services to assist individuals experiencing homelessness, including those navigating the CARE Court process. The Stanislaus County Board of Supervisors approved the collaboration with DignityMoves to develop the site on April 30, 2024.
The 42-unit interim housing complex includes toilets, showers, dining facilities, laundry facilities, offices, a dog run, and social areas. Three units are designed to accommodate residents with accessibility needs. The project aims to eliminate barriers and create a clear pathway to stable, permanent housing. Inspired by a similar project in Santa Barbara, Dignity Village Modesto is thoughtfully designed to foster recovery and community.
This project demonstrates how collaboration between local governments, service providers, and community organizations can create meaningful solutions to homelessness. By integrating housing with behavioral health services, this project paves the way for stability and hope for some of our community's most vulnerable.
The BHBH funding awarded to Stanislaus County Behavioral Health and Recovery Services contributed to the development of the site and program implementation. The partners include:

- Services: Referrals and support with linkages to benefits, medical and behavioral health services, and housing navigation support to reduce interim and permanent supportive housing barriers.
- Site Operator: Modesto BHBH, LP
- Services: Maintain a safe and operable place for residents with onsite staff and overnight security. Partner with service providers to develop permanent housing plans beyond clients’ stay at the bridge housing site.
