Modesto, CA, May 22, 2025 - The City of Modesto celebrates progress with the grand opening of Jenny’s Place, a housing project created with hope and support for individuals experiencing homelessness in our community. Located at 710 N. 9th Street Jenny’s Place was once a motel that has been re-developed into a new permanent supportive housing community in Modesto.
The community is invited to join a ribbon-cutting ceremony and open house. The event details are as follows:
- Date: Thursday, May 29th from 10 am to 12 pm
- Location: Jenny’s Place, 710 N. 9th Street, Modesto, CA
Jenny’s Place includes a total of 54 units including a manager’s unit. The project will also include tenant support staff who work collaboratively with community partners to ensure a healthy and safe environment for residents rebuilding their lives out of homelessness.
“Not only are we making a difference in the lives of our residents, we are making a difference in our community,” said Mayor Sue Zwahlen. “Jenny’s Place will be more than just a place to live, but an inclusive and supportive community.”
UPholdings and RH Community Builders serve as the project's co-developers for Jenny’s Place, who are both known for providing high-quality, permanent supportive housing solutions in the Central Valley and beyond.

Strong community partnerships with the Center for Human Services, Aspiranet, and Stanislaus County Behavioral Health and Recovery Services, will help the residents at Jenny’s Place get a fresh start. They will get more than a roof over their head, they get safety, stability, an opportunity to grow, and a sense of connection to our community.
The development for Jenny’s Place comes from a variety of funding sources bringing together about $23 million. This includes contributions from the City of Modesto as well as the State of California Homekey Program, Health Plan of San Joaquin, and Stanislaus County Community System of Care.
Jenny’s Place is named after Jenny Kenoyer, who served on the Modesto City Council, from 2013 to 2022. She was a tireless advocate for our community and was dedicated to addressing the challenges and barriers of our most vulnerable residents in our City and our Region. Her spirit and commitment to service is honored in this project.
